As an APEC privacy expert, I can confirm that B) is the correct answer. The controller is the one holding the bag, so to speak. Wouldn't want to be them if they mess this up!

I'm pretty sure the correct answer is B) Personal Information Controller. Makes sense that the person or organization in charge of the personal information would have the responsibility to obtain consent and ensure protection.
