Hmm, C could be a good compromise between redundancy and simplicity. As long as the active/standby switchover is fast enough, that might be the way to go.

Option A sounds promising, but I'm not sure how much of a performance boost a global traffic manager would provide. Seems like overkill for just two data centers.
