If the user can't access the Monitoring tab, it's probably because they're not a member of the PVWAMonitor group. That's like trying to read a book with your eyes closed - it just ain't gonna work!

I think the PSM service being down is the most likely culprit here. Gotta keep that service running to view the recordings.
