I feel like setting Block unhandled applications to On might be part of the solution, but I can't recall if it's necessary for Restrict mode specifically.

Hmm, I think the key here is having a backup location and processes to keep the business running in case of a disaster. The off-site remote location to produce payrolls seems like the most relevant option.
