But wouldn't assigning Dave the Edit User Story Commit Base Branch custom permission also solve the issue?

I don't think giving Dave full admin rights is necessary for this specific issue. Assigning the Copado User managed permission set should be enough.

But what about assigning him the System Admin profile? Wouldn't that give him more control over the settings?
