Hmm, I'm not so sure. What if the local network is actually connected to the internet, and the application is accessible from outside the organization? In that case, I could see an argument for option D - internet access is required.

Haha, you guys are on the right track. I was just about to say the same thing. If it's a local network, then it's definitely not in the cloud or requiring internet access. Option B is the way to go here.
