I'm just imagining the systems admin team implementing SDN and then having to explain to the management team why their internet is now powered by a software-defined supercomputer. IPAM is the way to go, folks.

VLAN? That's more for network segmentation, not simplifying DNS and DHCP. I'm with the other candidates - IPAM is the clear winner for this question.
