I'm not sure NTFS disk quotas will be enough to handle the different department requirements. Storage tiering might be overkill for this scenario. I think FSRM quotas or GPP are the best options to explore further.

I feel pretty confident that the custom connector is the way to go here. It should let the Power Apps app seamlessly integrate with the Azure Function and retrieve the customer data.
