Okay, I've seen this type of scenario before. If there's a durable subscription but no active subscribers, the message should still be delivered and stored, waiting for a subscriber to come online and consume it. I'm pretty confident option C is the correct answer here.

I've worked with Cisco Meeting Server before, so I think I've got a good handle on this. The minimum number of databases is 3 - one for each node in the cluster.
