The /64 subnet mask seems like the obvious answer here. It's the default for IPv6 and should give us plenty of room to work with for the 10 subnets and 200 VMs per subnet.

I think the answer might be Symbolic Execution since it involves determining inputs that affect code paths, but I'm not entirely sure.
