Okay, I think I've got this. The key is that the web app and Cognitive Search service need to be in the same virtual network, and the Cognitive Search service needs a private endpoint. As long as I configure that, the web app should be able to connect directly without going over the public internet. I'll make sure to test this thoroughly before submitting my answer.
