I practiced a similar question where we had to identify barriers, and I think embargoes are pretty strong barriers, so maybe trading blocs are the answer here.

I feel like exchange controls are definitely a barrier, but I can't recall if they are more significant than embargoes.

I'm not so sure about that. I remember discussing how subsidies can distort free trade, but I'm not clear on their ranking as barriers.
