Ugh, why does this question have to be so complicated? I just want a simple answer. I guess I'll have to go with Option C, since it seems the most straightforward. But who knows, maybe Rio's architects are a bunch of rebels and will ignore the controls no matter what.

I'm gonna have to go with Option B. Employees can be pretty good at finding ways around new rules, especially if they don't see the point. Good luck getting them to follow the controls, am I right?

Option C is clearly the correct answer. If the boss doesn't back the internal controls, they won't work. I mean, come on, the staff won't just ignore the controls, right? That's just silly.
