Option A with Cloud Run and VPC Flow Logs seems like a good way to go. I'm familiar with Cloud Run, and the logging and analysis tools should give me a good understanding of where any issues might be. The only thing I'm not sure about is how well Cloud Run will scale to handle that level of traffic.
