Your company has asked you as the Sysadmin to edit a few Timecards that have already been approved. There are no Billing Events associated with the Timecards. What specific system permission allows you to perform this action?
Seriously, who approved these timecards in the first place? If the sysadmin can't even edit them, that's a whole other level of bureaucracy. C is the only logical choice here.
