I think A and B are the way to go. You need it on the Notification Server for offline installs, and on another server to remotely manage the installation. Anything else is just overkill.

I believe it should also be installed on another computer to create an offline installation package if the Notification Server has no internet access.

The correct answers are A and E. Installing the Symantec Installation Manager on the Notification Server itself (C) doesn't make sense, as it's the target server. And installing it on a desktop (D) is just weird.
