The Order Letter process is not a published process but is called as a sub process by each of the 3 other processes.

* 2 instances of the Claims Processing process on 2 different virtual machines

* 1 instance of the Change of Address process on its own virtual machine

I practiced a similar question, and I think the sub-process doesn't count towards the license consumption. So, I would go with 6 as well.

I think we need to count all the instances separately, so that's 3 for Renewals, 2 for Claims, and 1 for Change of Address. That sounds like 6 licenses total.
