I'm pretty confident I know the answer to this one. XML encryption and signatures can be applied independently, in any order, to different parts of the document. As long as the implementation is done properly, there's no requirement to use the same certificate for both.

I feel like the encrypted traffic would just get stuck at the firewall since it can't interpret it, but I'm not 100% sure about that.
