The key here is that it's an "undercover narrative report", so I think the third person perspective makes the most sense. You want to maintain that distance and objectivity when reporting on the undercover activities. A or B could both work, but A is probably the safer bet.

Hmm, I'm a little unsure about this one. I was thinking maybe B - first person, since the narrator would be writing from their own point of view as the undercover agent. But third person could work too. I'll have to think this through a bit more.
