I think A is the way to go. Technical surveillance is the logical next step if you can't do physical surveillance. Just need to make sure you have the right equipment and expertise to pull it off effectively.
I'm a bit confused by this question. Conducting physical surveillance even if it's risky doesn't seem like a good idea. I'll have to review the material again and see if I can figure out the best approach.
Option C, interviewing the subjects, could be a good strategy if you can't do physical surveillance. That way you can still gather information without risking exposure.
Hmm, I'm not sure about this one. I'll have to think it through carefully. Closing the case file doesn't seem like the right approach, but I'm not convinced technical surveillance is the best option either.
