I think Twila's got the right idea. Outsourcing off-hour coverage to reduce the impact of staff shortages definitely sounds like a Virtual SOC model. I'm pretty confident that's the best answer here.
I remember studying about URAC's focus on comprehensive services, but I'm not sure if they only apply to health plans or a broader range of organizations.
Based on the graph, it looks like the model is doing a decent job of capturing the overall trend, but the seasonal fluctuations don't seem to be well-aligned. I'd go with option B.
