I've seen similar questions before, and I believe the best solution is to use AppLocker to control which applications can be run on the session hosts. That way, we can ensure users are only able to access the published RemoteApp and not any other executables.
Based on the wording, I'd guess the Programme Office is the most likely answer. They'd be responsible for coordinating the logistics and budget for the training.
