Okay, I think I've got a handle on this now. Option A is definitely the way to go - using Dataflow to retrieve the data and then leveraging the Cloud DLP API to strip out the PII before storing the cleaned-up data in BigQuery. That keeps everything contained within our own infrastructure and avoids any unnecessary complications.
