The AppExchange is definitely the way to go here. There are tons of apps and packages designed to help with Salesforce migrations and Lightning adoption. I'd start my search there to see what kind of prebuilt tools and resources are available.
This seems like a straightforward question about Okta's authorization capabilities. If the solution mentions protecting third-party APIs, then I believe the answer is yes, building custom authorization servers in Okta could be a valid reason to do so.
Hmm, I'm not too sure about this one. I was thinking maybe data flow testing could work, but I'm not confident that's the most suitable technique for this scenario. I'll have to think it through a bit more.
