I was thinking C) appropriations bill, but now I'm having second thoughts. The ACFR is definitely the most reliable source. *laughs* Unless your state's accountants are as creative as their politicians!

B) ACFR seems to be the right answer here. The Comprehensive Annual Financial Report (CAFR) or ACFR should contain all the financial data we need.
