The merchant needs to create a new website, and is need modify a template the third party vendor's, because the customer is different. The file is found in a module here: app/code/Vendor/Module

Definitely go with option B. Creating a new module is the cleanest way to make the necessary changes without messing with the original code. That way we can keep everything organized and maintainable.

I think the best approach here would be to create a new module and extend the layout.xml file. That way we can keep the original template file intact and just add our custom changes.
