He left UK on 10th March 2008 to work full-time abroad and visited UK for:

74 days in the tax year 2008--09; 98 days in the tax year 2009--10; 92 days in the tax year 2010--11; 79 days in the tax year 2011--12

Assume the following only for this question:-

320 days in the remainder of the tax year 2008-2009;365 days in the tax year 2009-10; 366 days in the tax year 2010--11; 366 days in the tax year 2011-2012.

I thought if he spent less than 90 days in the UK, he could be Non-Resident, but I'm confused about the specifics for each year.

I think for 2009-2010, he might be a Non-Resident since he was abroad for most of the year, but I can't recall the exact rules.

I'm feeling pretty confident about this one. The cost-sensitivity of the organization is the main constraint, so I think option B is the way to go - increasing the size of the Parquet files to 1 GB minimum. That should help reduce the overhead of the shuffling operations.
